Evaluation Method of Henan Civil Construction Science and Technology Award and Construction Scheme Award (Trial)

Article 1 In order to prosper the architectural creation of Henan Province, stimulate the innovative design consciousness of Henan architects, expand the social impact of Henan architects, and encourage and commend excellent architectural schemes, Henan Civil Architecture Society decided to establish the "Henan Civil Architecture Science and Technology Award.?Architectural Proposal Award "(hereinafter referred to as" Architectural Proposal Award ")。

Article 2 This award is the highest honor award for architectural scheme design and creation in the field of civil architecture in Henan Province。

This award level is divided into one, two, three, according to the evaluation of each session, if necessary, special prize, encouragement award。

The award-winning projects and their creators shall be commended and awarded the award certificate by Henan Civil Architecture Society;And recommended to the Architectural Society of China to participate in the selection of "China Architectural Design Award"。

This award is awarded annually。The specific time of accepting the declaration each year can be found in the notice of the year。

Article 3 In order to ensure that the application, evaluation, commendation and other aspects of the construction scheme award can be strictly in accordance with the principles of "objective, open, fair and just" and "voluntary declaration, peer expert review, comprehensive evaluation and commendation of the society", and standardize the procedures of various work, this management method is formulated。

Article 4 The scope of the declared project shall be the construction scheme that has not been implemented (not completed) at the time of the declaration。

Article 5 The subject of declaration and its qualifications

1. Subject of declaration

(1) Project design agency。

(2) Project construction unit。

(3) Others。

2. Qualification of the applicant

(1) The applicant must be a member of Henan Civil Architecture Society。

(2) If the main body of the application is a design institution, it must have a design qualification certificate issued by the Ministry of Housing and Urban-Rural Development and operate normally;

(3) Where the declared project is located outside the province of Henan, the project design institution or the main creator or construction unit must be a design institution registered in Henan Province (or not registered in Henan Province but the body of the institution is in Henan Province) or the main creator and designer。

(4) If the main body of the application is a design institution or creative personnel or construction unit outside Henan Province, the location of the project declared must be within Henan Province。

3. Those who meet the eligibility for declaration may declare separately or jointly according to the principle of voluntary declaration。

4. A joint declaration Agreement signed by all parties shall be submitted for joint filing by all parties.。The Joint Declaration Agreement shall specify the work content of each party in the declared project and its contribution to the project。

Where more than one person to complete the project, ① the applicant should be the main creative designer of the architectural design, and the number of people shall not exceed 5, ② the first applicant is the project declaration responsibility person。

6. Items with objections or disputes shall not be declared until the objections or disputes are resolved。

Article 6 The items to be declared meet the following conditions:

First, reflect the "applicable, economic, green, beautiful" building policy。

2. Comply with the relevant national and local regulations on construction projects (including regulations, policies and standards)。

Article 7 Declaration materials

First, it is necessary to fill in the "Henan Province Civil Construction Science and Technology Award" according to the regulations?Architectural Proposal Award Application Form (hereinafter referred to as "Application Form", see Annex 1)。

2. The text of the design proposal and other materials (such as electronic presentation documents, etc.) that the applicant considers to be conducive to the expression of its design intention.。

3. Submit copies of supporting documents corresponding to the requirements of the above paragraph and the fourth paragraph of this article (such as the planning and design conditions of the planning management department, the bidding design assignment, etc.)。

The joint filer shall submit the Joint Declaration Agreement as stipulated in Article 5, paragraph 4.。

The application information must be true, and the supporting documents provided must be clear and easy to identify。

Article 8 Application and evaluation procedures and requirements

The applicant shall submit two sets of paper version and one set of electronic version of the construction plan within the prescribed time。

Paper version, printed and bound in A3 colour format。

Electronic version, ① all electronic documents should correspond to paper documents, ② the applicant can provide other electronic materials such as presentation documents that help to express the intention of the scheme design, ③ the electronic version of the application data must be stored in a USB flash drive and submitted together with the paper version。

Second, Henan Civil and Architectural Society organized experts to conduct qualification examination on the applicant's qualification and the integrity of the declaration data。

Third, Henan Civil Architecture Society randomly selected peer experts from the "Henan Civil architecture Expert Database" to form the "Henan Civil Architecture Science and Technology Award.?The Expert Evaluation Committee of the Architectural Scheme Award "(hereinafter referred to as the" Expert Evaluation Committee of the Scheme Award ") shall evaluate the declared projects and submit the evaluation results to the Evaluation Committee of the Civil and Architectural Science and Technology Award of Henan Province。

Fourth, the evaluation Committee of Henan Civil Construction Science and Technology Award shall conduct the final review and evaluation of the evaluation results submitted by the "Program Award Expert Evaluation Committee"。

5. Henan Civil Architecture Society shall publicize, announce, issue certificates to the society on the official website and wechat public account and issue a notice of commendation。

Article 9 In order to ensure the normal conduct of the review work, the project applicant shall pay the cost of the review work, and the amount shall be subject to the notice of the current year。

Article 10 These Regulations shall come into force as of the date of promulgation。The right to interpret these Regulations belongs to Henan Civil Architecture Society。
